Logistique : le transport express aérien

                                        RESUME

                Le transport express aérien est un mode de transport exigeant, dont les formalités de dédouanement sont très délicates du fait de la contrainte temps qui caractérise ce mode de transport. Alors que, selon la législation douanière en vigueur en Côte d’Ivoire, tout colis qui arrive sur le territoire douanier ivoirien est passible de dédouanement sauf dérogation spéciale stipulée par la législation douanière ; Lequel dédouanement prend minimum 5 jours à l’aérien normal. Pourtant étant à l’express DHL s’engage à livrer le colis 48 H après son arrivée sur le territoire. L’administration douanière, pour permettre une performance des entreprises du domaine de l’express leur autorise à sortir leur colis par des bons provisoires. Toutefois, ces entreprises sont tenues de se mettre en règle vis-à-vis de la douane par l’obtention de la déclaration définitive dans les 5 jours suivants l’édition de ces bons provisoires.  Telle est l’épineux problème auquel nous avons été confrontés, sachant que l’obtention de la déclaration définitive nécessite certains documents pour la régularisation, dont la disponibilité n’est pas du ressort de l’entreprise. Après donc analyse de la procédure, il est ressorti que celle-ci était ralentie par l’inefficacité des déclarants et des opératrices de saisies du fait de certaines insuffisances que présente la méthode de travail. Pour la résolution de ces problèmes nous avons fait plusieurs recommandations entre autres la réorganisation des taches des déclarants en douane et le renforcement de l’effectif du personnel.

                                        ABSTRACT

          The express air transport is a mode of transport requires that customs clearance is very delicate because of the time constraint that characterizes this mode of transport. While according to the customs legislation in force in Côte d'Ivoire, any package that arrives on the Ivorian customs territory is subject to clearance except in special cases stipulated by the customs legislation; which clearance takes minimum 5 days in normal air.

Yet being in the DHL Express is committed to deliver the package 48 hours after arriving in the territory. The customs administration, to allow performance of the express business area allows them to get their packages by provisional orders. However, these companies are required to come into line through the customs by obtaining the definitive statement within 5 days following the publishing of these interim orders. Such is the thorny problem that we faced, knowing that getting the final declaration requires certain documents for regularization, the availability of which is not the company's responsibility. So after analyzing the procedure, it emerged that it was slowed by inefficient operators filers and seizures due to certain shortcomings that this working method. To solve these problems we made several recommendations including the reorganization of tasks of customs declarants and strengthening staff numbers.
