What is an Eco district?

An Eco district is a project of arrangement multi-faceted which integrates all the stakes and the principles of the city and the sustainable territories.

By integrating all the stakes in the city and in the sustainable territories, the Eco districts offer to their inhabitants of the lifestyles based on the consideration of the local resources.

THE MULTIPLE FACETS OF THE ECO DISTRICT

1. Resources: limit the production of waste, protect the resource in water and favor the renewable energies and of recovery … Since the networks of heat until the sectors of valuation and recycling.

The management responsible for the resource is one of the major objectives of Eco districts.

1. Piloting and participation: Eco districts are collective projects. Because they have to meet the needs of all, their governance mobilizes all the actors of the city: elected, administrators and users. The set of the stakeholders is associated with the approach.
2. Living environment: quality public places, gardens, pedestrian walks, respect for the identity of places and for landscapes: the Eco districts participate in the improvement of the living environment and favor the social link.
3. Mixing: Eco districts aim at meeting the needs of each to live, find accommodation, work, to amuse: offer the services and the equipments of the everyday life (day-nurseries, schools), to favor storekeepers' installation, and to schedule affordable housings …
4. Buildings: to reconcile architectural quality and energy sobriety, the Eco districts innovate the Bioclimatic construction, energy-saving building of energy, even in positive energy, adapted to the local situations.

The solutions reconcile well-being and environmental responsibility.

1. Mobility: By facilitate the movements on foot or by bicycle and connect the city centers by the collective transport, it is necessary to adapt the modes of circulation to the uses… The Eco districts help to conceive alternative in the automobile in all the scales.

LABEL ECO DISTRICT: The approach Eco district, carried by the Ministry of the Cohesion of Territories, aims at favoring the emergence of a new way of conceiving, of building and of managing the city durably.

At the end of 2012, the ministry in charge of the Housing and the Town planning decided to set up a label Eco district to distinguish the exemplary nature of the steps and clarify the conditions of success of the interventions on districts. The ambition of the label was to answer the following three purposes:

- Encourage communities,

- Perpetuate the approach and the commitment of the community in the time,

- Guarantee the quality of the operation.

The national Eco district club and the scientific Eco district committee, created respectively in 2010 and 2009, contribute by the organized animation, the mobilization of the actors of the arrangement and by the enrichment of the teachings, to make progress the approach integrating the various stakes in the sustainable city.

To date, more than 900 communities joined the national Eco district club.

Make a commitment in the approach Eco district, it is to follow a progressive approach contained by 4 stages: the idea and the conception, the housing start, the life of the district, and its continuous improvement with and for his users.

LABEL ECO DISTRICT - STAGE 1: THE ECO DISTRICT IN PROJECT

-          The label Eco district - stage 1 is obtained by the signature of the charter Eco district by the elected representatives and their partners for the concerned project. This stage corresponds to the starting up of the study shift of the project.

LABEL ECO DISTRICT - STAGE 2: THE UNDER-CONSTRUCTION ECO DISTRICT

-          Once the finished studies and the committed construction site, an expertise of the project is realized to verify the conformity of the project with the charter Eco district.

-          The label Eco district - stage 2 is delivered by the national committee Eco district on proposition of the regional committee, after presentation of the conclusions of the experts.

LABEL ECO DISTRICT - STAGE 3: THE ECO DISTRICT DELIVERS

-          When the Eco district is delivered (or almost delivered), an expertise is realized for the obtaining of the label Eco district - stage 3 ".

-          The label Eco district - stage 3 is delivered by the national committee Eco district on proposition of the regional committee, after presentation of the conclusions of the experts.

LABEL ECO DISTRICT - STAGE 4: THE DISTRICT CONFIRMS

-          Three years after the obtaining of the label Eco district - stage 3, the community measures the holding of its commitments in the time. It also presents the way of the practices of arrangements evolved within the community, beyond the operational perimeter of the district.
