Starley was born on December 24, 1855, and lives on Chapel Hill in Walthamstow, London, England. He is the son of gardeners John Starley and Mary Ann In 1872, he moved to Coventry to work with his inventor uncle James Starley. He worked with his uncle and William Hillman for several years to build the Ariel bicycle. In 1885, Starley made history with the Rover Safety Bicycle. Rover is a rear-wheel drive, chain-driven bicycle with two wheels of similar size, making it more stable than previous high-wheeler designs. Cycling magazine says that Rangers have “set an example for the world” and this term has been used in their advertisements for many years. Starley died suddenly on October 29, 1901, and Harry Smyth took over as the company's managing director.

Renowned manufacturers, they created their own brand "The Ariel Bicycle". James Starley is then a respected man in the small world of the velocipede. By 1869, while working for a Coventry sewing machine manufacturer, Josiah Turner, he oversaw producing 500 velocipeds for Michaux. Josiah Turner had been convinced by his nephew Rowley of the interest of velocipeds and he had made a commercial agreement with the Michaux to produce 500 machines 250 for France and 250 for England. If the war of 1870 blocked the velocipeds intended for the Michaux those reserved for the British market sold quickly and it was the start of a prosperous industry.

The early history of bicycles marked several well-known investors who made major upgrades to the playboy horse design originally conceived and realized by the German baron Karl Drais. Only half a century later, the bicycle boom began in France, the European continent was busy with several military conflicts, and England became the birthplace of the largest cycle of bicycle innovation in the history of the world. The visionary man who first developed the French Boneshaker design was James Starley. He not only created the first popular penny design, regarded as one of the most popular symbols of the late Victorian era, but also became the father of the British bicycle industry. However, even his achievements are considered smaller than the contributions of his nephew John Kemp Starley (John Kemp Starley).

It took him several years to improve his level of knowledge until he founded his company Starley & SuttonCo in 1877 with his friend William Sutton (William Sutton). Their initial plan was simple-to make a bicycle that was safer and easier to use than a penny bicycle. In the first few years, they focused on tricycles, and in 1883 changed their product name to Rover tricycles.

The real revolution in bicycle history occurred in 1885, when John Kemp Starley (John Kemp Starley) released his first Rover safety bicycle. This bike introduced the standardized look that we all know today. This includes a design with two identical 26-inch wheels, a diamond-shaped bicycle frame, and a chain system that transmits power from the pedal crank to the rear wheel. This bike immediately caused a worldwide sensation, and John Kemp Starley (John Kemp Starley) soon began to export them to other parts of Europe and the Americas.
